Portugal: Google delisting, Portal da Queixa and reviews

In Portugal, Google has delisted only 31% of the requested URLs since 2014, the lowest rate of the countries we serve. A well-prepared request matters. NetClearer fills in Google’s form and the platforms’ forms, and writes to website owners, under your written mandate. We do not give legal advice. €29 incl. VAT per link, €20 incl. VAT per review.

Our role in Portugal

We do practical work. You sign a written mandate; we fill in Google’s EU privacy form, the report forms of Portal da Queixa, Zaask, Google and the social networks, and we contact the owners of the websites concerned. The goal is delisting (Google stops showing a page for your name), removal at the source, or both.

Portuguese law reserves *consulta jurídica* (interpreting and applying legal rules to someone’s situation, at their request) to lawyers and *solicitadores* (Law 10/2024). We respect that: we do not give legal consultations and we do not tell you what the law says about your case. When this page cites a law, it is general information about Portugal. For advice on your rights, consult a lawyer or a *solicitador*.

Why Portuguese requests need care

Portuguese residents have sent Google 14,724 delisting requests since 2014, and 1,421 in the last 12 months. Google delisted 31.0% of the requested URLs, against 54.2% for all countries (Google’s own figures since 2014, Transparency Report). In 2019 the newspaper *Público* already reported that Google refused three Portuguese requests out of four.

So we ask for the facts first: what the page says, why it is outdated or wrong, and which documents show it. A short, vague request is the most common reason for a refusal. We tell you before you pay when a link looks weak.

Google handles about 87% of searches in Portugal, but Bing has about 10%, one of its highest shares in Europe (StatCounter). For a link that matters, a Bing request as an extra link is worth it.

Portal da Queixa: complaints in your company’s name

Portal da Queixa is where Portuguese consumers post complaints about brands: a record 238,698 complaints in 2025, more than a million registered consumers and over 22,000 brands (Portal da Queixa). Complaint pages often rank high on Google for a company name.

A real complaint stays: your best answer is a public reply and a solution. When a complaint appears to break the site’s rules, for example because it shows an employee’s personal data, contains insults or comes from someone who was never a customer, we report it through the platform’s own channel. Portal da Queixa decides. We have not verified every moderation route, so we check your case before you order.

Zaask and Google reviews

Tradespeople, cleaners, photographers and other professionals find clients on Zaask, where clients rate the work. Restaurants, clinics and shops live on their Google rating. We report reviews that appear to break the platform’s rules: fake reviews, reviews from people who never used the service, conflicts of interest, personal attacks. Fake reviews are banned in the whole EU since 2022.

Each report costs €20 incl. VAT. The platform decides, and genuine criticism stays. See Google reviews and fake review attacks.

Old articles and personal data

For an old news article, a court notice copied by a website or your address on a directory, we write to the website owner and ask for an update, an anonymisation or a removal, and we file the Google request for your name. In Portugal, the GDPR applies together with Law 58/2019, the national law that implements it. See GDPR erasure requests and old news articles.

The CNPD and what comes after a refusal

Portugal’s data protection authority, the *Comissão Nacional de Proteção de Dados* (CNPD), received 9,299 requests through its online counter in 2025 and issued only 2 fines (PPC Land). If Google or a website refuses, you can complain to the CNPD yourself. We give you the full case file: every request, date and answer. Whether a complaint or a court case makes sense is a question for a lawyer.

Price, language and payment

€29 incl. VAT per link, €20 incl. VAT per review request, cards and SEPA. This site also has a Portuguese version, in the language menu. The case opens the same day you order. No refund once your request has been filed. NetClearer is not a law firm and does not give legal advice.

Frequently asked questions

Why does Google refuse so many Portuguese requests?

Google does not explain its national figures. What we see is that refusals often follow short requests without documents. We write each request with the facts you give us and attach the evidence: a later decision, a correction, the date of the events. Google decides, and we report its answer.

Can you delete a complaint on Portal da Queixa?

We cannot delete anything ourselves. When a complaint appears to break Portal da Queixa’s rules, we report it through its channel with the reasons and follow up. A genuine complaint from a real customer normally stays, and a calm public answer is then the best route.

Will you tell me whether the law is on my side?

No. In Portugal, applying the law to your situation is a legal consultation, reserved to lawyers and solicitadores. We fill in the forms, write to website owners and follow up. If you want an opinion on your rights, consult a lawyer or a solicitador first.

Do I need to speak English?

No. This site has a Portuguese version, and you can write to us in Portuguese or English. Your requests to Google and to Portuguese websites are written in the language that fits each one. Prices, steps and terms are the same in both versions.
