Estonia: private conviction lists, the source first, then Google
Private lists of convictions are not allowed outside public supervision, said Estonia’s data protection inspectorate (AKI) in 2026. NetClearer files erasure requests with sites that publish such lists and with other sources of your data, then asks Google to delist what remains. €29 incl. VAT per link. The site, Google and the AKI decide.

A small country with a high demand
Estonians have sent Google 17,342 delisting requests since 2014. Between 2014 and 2019 they filed 53 requests per 10,000 people, about 2.5 times the European average, and 6 per 10,000 in 2022 (Surfshark). Google delisted 54.1% of the requested URLs (Google’s own figures since 2014, Transparency Report).
A digital country leaves many traces. Court decisions, company roles and notices are easy to find online, and private sites reuse them.
The 2026 order against a private warning list
The website ettevaatust.ee (“be careful”) published about 900 people with their names, photos, dates of birth and court decisions, as a warning to the public. The data protection inspectorate, *Andmekaitse Inspektsioon* (AKI), ordered the non-profit behind it to stop publishing court-decision data by 29 June 2026. Its reasoning: such a register “may not be maintained outside the supervision of a public authority” (ERR).
This is a useful precedent if your name appears on any private list of convicted people, debtors or “people to avoid”. We cite it, together with GDPR article 10 on criminal data, in requests to such sites.
Source first, then Google
The AKI has said for years that removing unpleasant data from the internet depends mainly on the original source, not on the search engine (ERR). Our order of work follows that advice:
- We find every page that shows the information and identify who runs each site.
- You sign a mandate and send ID. The same day you order, we send each site an erasure or objection request under GDPR articles 17 and 21, and article 10 for criminal data.
- We track the one-month deadline for an answer.
- We ask Google to delist the pages that remain for searches on your name.
- If a site refuses or stays silent, we prepare a complaint to the AKI. You sign and send it.
Other cases we handle in Estonia
- Company data copied from the business register, when you left a company or closed it: see company-data sites. We have not yet verified the opt-out routes of each Estonian copy site, so we check them case by case.
- Fake Google reviews on a business profile: see Google reviews.
- Social media posts about you: see platforms.
- Intimate images shared without consent: links only, see intimate images.
Limits
Yandex has almost 9% of Estonian searches, more than Bing, but we do not file requests with Yandex. Official registers and court databases follow their own laws; we work on private copies. Our pages and requests are in English; we do not work in Estonian or Russian for now. We have not had an Estonian legal review of every route, and we tell you if a case needs a local lawyer. NetClearer is not a law firm and does not give legal advice.
Price: €29 incl. VAT per link, €20 incl. VAT per review request; cards and SEPA. No refund once your request has been filed.
Frequently asked questions
My name is on a private list of people with court cases. What can I do?
Ask the site to stop publishing your data. Since the 2026 AKI order on ettevaatust.ee, it is clear that private registers of court decisions are not allowed outside public supervision. We send the request with that argument, follow it up and prepare an AKI complaint if needed.
Why not go to Google first?
Because the AKI considers the source the main place to act. If the site erases the page, it disappears from every search engine, including Yandex. Google delisting comes next, for what the source keeps, and we file both in the same case.
Do you offer requests to Yandex?
No. Yandex is used by part of the Estonian population, but we have not researched its removal routes and we do not sell what we have not tested. If a page is erased at the source, it should also drop out of Yandex over time.
Can I write to you in Estonian or Russian?
Our service is in English for now. You can write in simple English through the contact form. If a document you send is in Estonian, we can still work with it for requests to Google and to the site. Replies from sites written in Estonian are no obstacle either.
